If your business is a DNFBP, the AML rules apply to you

Real estate brokers and other Designated Non-Financial Businesses and Professions (DNFBPs) carry the same core AML duties as a bank under Federal Decree-Law No. 10 of 2025 and Cabinet Resolution No. 134 of 2025, and the Ministry of Economy and Tourism inspects them.

01

Register on goAML

Every DNFBP needs an account on the FIU’s goAML platform. That is where all reports go.

02

Written policy and risk assessment

An AML/CFT policy and a business-wide risk assessment, approved by senior management.

03

Appoint a Compliance Officer

One of your own employees, named on goAML and responsible for reporting.

04

Check every client and deal

Screen clients and their beneficial owners against sanctions lists and for PEPs, and check each deal and its funds before it closes.

05

Report to the FIU

Suspicious deals, sanctions matches and threshold reports, such as cash deals of AED 55,000 or more.

06

Keep records for 5 years

IDs, ownership details, source-of-funds evidence and screening results, ready for an inspector.

Andrew Bodilovsky
“In the first half of 2025 the Ministry found 495 AML violations at real estate brokerages alone. Most of them are basics: no written policy, customers nobody screened, no goAML account. That part we take off your plate and keep up to date all year.”
Andrew Bodilovsky — AML Lead, QuickTax

You don’t need to become an AML expert

More than 200 pages of law and MoET guidance, about a dozen goAML report types with their own triggers and deadlines, sanctions lists that keep changing. Learning all of it isn’t worth it for one or two deals a month, so we keep track of it for you.

Your developer’s KYC doesn’t cover you

You can rely on it only under strict conditions, and the responsibility stays with you.

Crypto turned into dirhams still needs a report

Money that came from virtual assets means a REAR, even when the buyer pays in AED.

AED 55,000 or more in cash is a report too

In one payment or several, cash of that size in a property deal means a REAR in goAML.

Leasing alone doesn’t make you a DNFBP

If you also sell property, the rules apply to the sales side of your business.

Everything in one file, ready for an inspector

Documents a freelancer made a year ago, files with an assistant, some reports in goAML and some not, a lost goAML login, a policy that describes a process nobody follows. We pull it all together and keep it in order.

  • Every client and every deal is checked before it happens
  • Each check gets a dated record
  • Policy, registration, screenings, deal checks and goAML reports sit in one file

Does my business need AML compliance?
If it is a DNFBP, yes. For real estate brokers and agents, that means taking part in buying or selling property for clients: marketing it, negotiating terms, arranging the deal or its paperwork. Off-plan or ready, primary or secondary market, makes no difference. A business that only leases or manages property is not a DNFBP, and one that does both applies the rules to its sales side.
Not on its own. The law lets you rely on another regulated firm’s checks only under strict conditions, such as a written agreement and immediate access to its documents, and the responsibility stays with you. So brokers run their own check on the buyer and keep their own record. We do that for you.
Yes. A property deal funded with virtual assets needs a REAR in goAML, and that includes money the buyer converted from crypto into dirhams before paying. Tell us how the deal is funded and we prepare the report.
No. The law requires the Compliance Officer to be your own employee. We give you the appointment letter and role description, and we support your Compliance Officer for the whole year.
We prepare every report in full in goAML. Your Compliance Officer reviews it and presses submit, because the goAML login is protected by two-factor authentication on their phone. Responsibility for what is filed stays with your business, as the law says.
No. Whenever goAML sends a code, your Compliance Officer enters it on a short screen-share while we guide them. We never receive codes, passwords or the authenticator.
The price is the same. Give us your goAML Org ID and confirm your EOCN registration when you sign up, and we start straight with the documents and screening.
Your side takes about an hour in total. Approval of the registration depends on the FIU and your supervisory body, so the waiting time between steps is outside our control. We tell you as soon as your Org ID is issued.
Suspicious transaction and activity reports (STR, SAR), real estate activity reports (REAR) for cash payments of AED 55,000 or more or any payment in virtual assets, funds-freeze and potential-match reports (FFR, PNMR), high-risk-country reports (HRC, HRCA) and replies to FIU requests. Up to 10 a year are included, of any type.
Extra screenings cost AED 50 + VAT per client and extra reports AED 200 + VAT each. Volumes you don’t use in a year don’t carry over to the next one.
Yes. The quarterly plan costs AED 3,750 + VAT every 3 months, and you can stop after any quarter with no penalty. The annual plan is AED 12,000 + VAT, paid once, which saves AED 3,000 a year.
Yes. Tell us within 10 business days of your first payment and we refund 100% of it, for any reason. After that, payments are non-refundable. On the quarterly plan you can stop after any quarter; on the annual plan the unused part of the year is not refunded.
Currently real estate brokers and agents involved in buying and selling property, licensed on the mainland or in a free zone. Other DNFBPs will follow. We don’t serve entities in ADGM or DIFC, which have their own regulators.

Get compliant, and stay that way all year

A personal manager runs it for you, and your part takes about an hour.
