What Is a DNFBP in the UAE? Meaning, Categories and What They Must Do

A DNFBP is a business outside the financial sector that UAE anti-money laundering law treats much like a bank. Real estate brokers, dealers in precious metals and stones, lawyers, notaries, accountants, company service providers and gaming operators are on the list. A business on it has to register on goAML, keep an AML policy, appoint a Compliance Officer, check its customers and report to the Financial Intelligence Unit.

This guide explains what DNFBP means, lists the categories and thresholds set by Cabinet Resolution No. 134 of 2025, shows who supervises DNFBPs and what each of them has to do, and answers the questions real estate brokers ask most often.

DNFBP meaning

DNFBP stands for Designated Non-Financial Businesses and Professions:

  • Designated: named in the law.
  • Non-financial: not a bank, insurer or exchange house.
  • Businesses and professions: firms and practitioners whose work can be used to move or hide criminal money, for example through a property sale, a gold purchase, a company set-up or a trust.

The term comes from the international standards of the Financial Action Task Force (FATF). In the UAE the list is set by Article 3 of Cabinet Resolution No. 134 of 2025, the Executive Regulations of the AML law, Federal Decree-Law No. 10 of 2025. What the new law changed is in our guide to Federal Decree-Law No. 10 of 2025.

The DNFBP list in the UAE

Article 3 of CR 134/2025 names the following categories. Some of them are DNFBPs only above a threshold or for certain activities.

#CategoryWhen it is a DNFBP
1Real estate brokers and agentsWhen they conclude purchase or sale transactions of real estate for a customer. No threshold
2Dealers in precious metals and stonesWhen they carry out cash transactions of AED 55,000 or more
3Commercial gaming operatorsFor transactions of AED 11,000 or more
4Lawyers, notaries and accountantsWhen they carry out financial transactions for a customer in: buying or selling real estate; managing funds; managing bank, savings or securities accounts; organising contributions to set up, run or manage companies; setting up, running or managing legal persons or arrangements; buying or selling a business
5Company and trust service providersWhen they act as a formation agent; act as, or arrange for someone to act as, a director, secretary or partner; provide a registered office or business address; act as a trustee; or act as a nominee shareholder
6Other businessesAny other business or profession the supervisory authority designates by resolution, in coordination with the National Committee

Whether you are a DNFBP depends on your activity. A free zone company, a mainland LLC and a sole establishment are all DNFBPs if they carry out a listed activity. The comparison of licence types is in free zone vs mainland.

Are real estate brokers DNFBPs?

Yes. A real estate broker or agent is a DNFBP whenever it concludes a purchase or sale for a customer. Off-plan or ready, primary or secondary market, a developer as the seller: none of this changes the answer. There is no minimum deal size or number of deals, so one sale is enough.

MoET has issued separate, more detailed guidance for brokers (REAB, March 2026), which cites the UAE’s National Risk Assessment and rates the sector’s inherent money laundering risk as high. What brokers do in practice is covered in our guide to AML for real estate agents in the UAE.

Is a real estate developer a DNFBP?

Developers are not on the list in Article 3 of CR 134/2025, so a developer selling its own units has no DNFBP obligations under the regulations. The brokers and agents who sell those units do. On an off-plan deal where the developer pays the commission, the broker is the DNFBP: it checks the buyer, screens them and files any report the deal needs. The developer’s own checks don’t replace yours.

Leasing only: are you a DNFBP?

No. Renting out or managing property does not make a business a DNFBP: Article 3 covers purchase and sale transactions and does not mention leasing. If you do both sales and leasing, you are a DNFBP and the AML rules apply to the sales side of the business.

Check that your trade licence matches what you actually do. If it lists sale and purchase brokerage, expect the supervisor to treat you as in scope. Whatever your activity, the FIU still expects a report if you suspect money laundering.

Who supervises DNFBPs in the UAE

Each DNFBP has a supervisory authority that registers, inspects and sanctions it for AML purposes. This is a different body from the one that issues the trade licence.

SupervisorWho it supervises
Ministry of Economy and Tourism (MoET)Real estate brokers, dealers in precious metals and stones, accountants and auditors, company service providers, on the mainland and in commercial free zones
Ministry of Justice (MoJ)Lawyers, notaries and other legal professionals
General Commercial Gaming Regulatory Authority (GCGRA)Commercial gaming operators
ADGM (FSRA) and DIFC (DFSA)DNFBPs in the two financial free zones

A real estate broker licensed in Dubai, Abu Dhabi, Sharjah or a commercial free zone is supervised by MoET. Brokers in ADGM or DIFC answer to their own regulator, whose rules differ in places.

What every DNFBP must do

The obligations have the same outline for every DNFBP:

  1. Register on goAML with the FIU, and subscribe to EOCN sanctions notifications.
  2. Assess your risk: an enterprise-wide risk assessment of your customers, products, payment methods and countries.
  3. Keep written AML policies and procedures, approved by senior management.
  4. Appoint a Compliance Officer at management level, with independence in decision-making (CR 134/2025, art. 22).
  5. Do customer due diligence: identify customers and beneficial owners, understand the purpose of the business relationship, check the source of funds, and apply enhanced checks to higher-risk customers and PEPs.
  6. Screen against sanctions lists, the UAE Local Terrorist List and the UN Consolidated List, and freeze and report on a match.
  7. Report to the FIU: suspicious transactions (STR/SAR), sector reports such as the REAR for real estate, high-risk country reports and sanctions reports.
  8. Keep records for at least five years from the end of the business relationship or the completed transaction (art. 25).
  9. Train staff and keep the programme up to date.

For brokers, each of these is explained step by step in AML for real estate agents in the UAE.

Am I a DNFBP? Do I need goAML?

Three questions, about a minute. Your answers are not stored or sent anywhere.

General information, not legal advice. Your supervisor and your Compliance Officer make the final call.

DNFBP registration: goAML and EOCN

There is no separate “DNFBP licence”. DNFBP registration in the UAE means registering the business on goAML, the FIU’s reporting platform, under its supervisor. Existing businesses had to register in 2021, when the Ministry of Economy set a deadline. A new business has to be registered before it starts working with its first customer in a listed activity. Register for EOCN notifications as well, so that sanctions list updates reach you.

The step-by-step process is in goAML registration in the UAE.

Is there a DNFBP certificate? No. When the goAML registration is approved, you receive an email with your Org ID. Keep that email as your proof of registration.

Is there a fee? Neither the FIU nor MoET lists one.

What happens if a DNFBP isn’t compliant

  • Operating without the required registration is a criminal offence: imprisonment and/or a fine of AED 200,000 to AED 10,000,000 (Federal Decree-Law No. 10 of 2025, art. 32).
  • Administrative fines for AML violations run from AED 10,000 to AED 5,000,000 per violation, can be increased if the same violation recurs within a year, and can be published (art. 17). The supervisor can also restrict or suspend the business or have its licence withdrawn.
  • In August 2023 the Ministry of Economy suspended 50 DNFBPs for three months for not registering on goAML. In the first half of 2025 it recorded 495 violations and AED 18.5 million in fines among real estate brokers alone.

What this means for you

Whether you are a DNFBP depends on what you do, not on how your company is set up. Three points to check:

Check your activity against Article 3

Brokers are in for any purchase or sale; precious-metal dealers from AED 55,000 in cash; lawyers, notaries and accountants for listed transactions. Developers and leasing-only agents are not on the list.

Know your supervisor

MoET covers brokers, dealers, accountants and company service providers on the mainland and in commercial free zones. ADGM and DIFC have their own regulators.

Register on goAML before you start

There is no DNFBP certificate: the approval email with your Org ID is the proof. Operating unregistered is a criminal offence.
